Sounds like she's anti 2A and was making people jump through hoops to get their Concealed Permit. Making up her own rules. Letting her "Power" go to her head. She needs to be an inmate instead of public servant.

She's emulating the dictator in chief. They both fail to realize they are public servants. They don't get to make up their own rules and make people abide by them. They are only there to implement the rule already in place.
